Operating a Motorcycle in South Carolina

In South Carolina, to legally operate a motorcycle you must:

  • Be at least 15 years of age (consent required for individuals under 18 years of age).
  • Submit proof of name, age and address.
  • Pass a knowledge test, and if applicable, at vision test, to obtain a motorcycle permit.
  • Pass a skills test to upgrade from a permit to a motorcycle license.
  • If you fail the skills test three times, you cannot take the test at a SCDMV location again. Instead, you will have to take and pass an SCDMV-authorized motorcycle safety course to receive your license.
  • If you are 15 or 16 years old, you also have to pass a driver’s education course before applying for a license.

Additionally, your privilege to drive in South Carolina or any other state can’t have been suspended, revoked, disqualified, denied or cancelled.

Definition of Motorcycle

A motorcycle is defined by SCDMV as a vehicle that “has no more than two permanent functional wheels in contact with the ground and has a saddle for the rider.”

Three‐wheel motorcycles (commonly referred to as trikes) do not require a Class M license; they may be driven with any license except a moped license.

How to Get a South Carolina Motorcycle Beginner’s Permit

Permit Eligibility & Process:

  • Minimum age: 15 years old, with parental or guardian consent required if you’re under age 18.
  • Pass the knowledge test and if applicable, vision screening at an SCDMV branch.
  • Permit is valid for a 12-month period.

Permit Restrictions:

  • Permit holders must hold the beginner’s permit for 180 days before applying for the full motorcycle license (Class M).
  • While operating a motorcycle with a permit, riders may face restrictions (i.e. must be accompanied by a 21+ years motorcycle-licensed driver who has at least one year of driving experience during nighttime hours).

Getting a South Carolina Motorcycle License (Class M)

Steps to Obtain:

  1. Hold a motorcycle beginner’s permit for at least 180 days (unless you qualify for another path).
  2. Pass the motorcycle skills test.
  3. Submit any required documentation.
  4. Pay the licensing fee.

Motorcycle Education & Safety Training

Though a training course is not mandated for every applicant – only those who fail the skills test three or more times – SCDMV contracts with public and private entities to provide motorcycle training and testing at the beginners, intermediate and experienced levels.

Completing a recognized motorcycle safety course is highly recommended for the following potential benefits:

  • Stronger riding skills and safety awareness.
  • Improved insurance eligibility or lower premiums.

Review the Motorcycle & Moped Operator’s Manual for more comprehensive training info.

Title & Registration

All motorcycles in South Carolina must be titled and registered through the SCDMV.

Safety & Equipment Requirements

  • Riders and passengers under the age of 21 must wear a DOT-approved helmet and eye protection, unless the motorcycle has an adequate wind screen.
  • Rear view mirror, footrests for passengers, and a braking system are required equipment under South Carolina law.

Next Steps

If you’re a new resident to South Carolina or a first-time motorcyclist:

  • Begin with taking the knowledge test and applying for your beginner’s permit (if applicable).
  • Use the time to practice riding safely and consider enrolling in a motorcycle safety course.
  • After satisfying all requirements, apply for your full Class M motorcycle license.
  • Ensure your motorcycle is properly titled, registered, and insured before riding on public roads.
  • Verify your safety gear and motorcycle are fully compliant.
