Operating a Motorcycle in Texas

To legally operate a motorcycle on public roads in Texas, you must:

  • Meet the state’s minimum age requirement for motorcycle operation.
  • Obtain a Texas motorcycle license (Class M or equivalent endorsement).
  • Register your motorcycle.
  • Obtain motorcycle insurance that meets Texas state minimum liability coverage.

Minimum Age Requirement

In Texas, you may apply for a Class M learner license starting at age 15. However, you will be subject to a restricted engine size (250 cc or less) until you turn 16. Once you turn 16, you can apply to have the restriction removed, which will include a motorcycle driver test.

Fees & Expiration

The applicable fees vary based on whether an individual is obtaining a Class M license or adding an M to their existing license, as follows:

  • Individuals who are aged 18 and over and are seeking a Class M license must pay a $32 license fee. Their license will expire after eight (8) years.
  • Individuals who are age 18 and under and are seeking a Class M learner license must pay a $15 license fee. Their learner license will expire on their 18th birthday.
  • For individuals who seek to add an M to their existing license, a $15 exam fee applies. The M will expire with the license.
  • Motorcyclists are subject to an annual renewal fee of $11, which also will expire with the license.
  • Transactions made in-person, online or via telephone are subject to a $1 administrative fee. If you complete multiple transactions at a time using those mediums, you will only be charged the administrative fee once.  

Motorcycle Safety Course

Texas requires completion of a motorcycle operator training course (often referred to as the Basic Rider Course or equivalent) through state-approved schools. The Motorcycle Safety Course certificate (MSB-9 or MSB-8R) is valid for 24 months and allows individuals over the age of 18 to waive testing requirements.

Helmet Laws

All motorcycle operators and passengers in Texas must wear helmets that meet federal standards. Individuals over the age of 21 are exempt from this requirement if they have completed an approved motorcycle operator training course or have medical insurance coverage.

Guidelines for Helmets:

  • Snug fit
  • Securely fastened while riding
  • Free of defects, such as loose padding, cracks, frayed straps or exposed metal

Registration of Motorcycle

Before you can ride a motorcycle legally in Texas, your motorcycle must be registered through the County Tax Assessor-Collector in your county of residence. You must attach a license plate that includes a current registration sticker to the rear of your motorcycle.

Motorcycle Insurance Requirements in Texas

Riding without proper insurance is not legal. Here’s what you must know:

Minimum Liability Coverage

Texas law requires registered motorcycles to be covered by liability insurance with at least:

  • $30,000 for bodily injury per person
  • $60,000 for bodily injury per accident
  • $25,000 for property damage per accident
