Operating a Motorcycle in West Virginia
In order to ride a motorcycle legally on public roads in West Virginia, you must obtain either a motorcycle endorsement (F) on a standard driver’s license or a Class F motorcycle-only license. The requirements for obtaining a motorcycle endorsement or license include:
- Meeting the state’s minimum age requirements.
- Passing the knowledge test in order to obtain a motorcycle instruction permit.
- Passing the on-cycle skills test once you have had your permit for at least seven (7) days.
Permit Restrictions
In West Virginia, you must be at least 16 years old to apply for a motorcycle instruction permit. Once you pass the knowledge test and obtain a motorcycle permit, you must adhere to the below restrictions:
- Motorcycle can be operated during daylight hours only.
- No passengers permitted.
Class F Motorcycle License & Endorsement
Once you have your motorcycle instruction permit for at least seven (7) days, you’re eligible to take the on-cycle skills test at a DMV office. You must satisfy the on-cycle skills test requirement before a motorcycle endorsement can be added to your license or before a motorcycle license can be issued.
You can satisfy the on-cycle skills test requirement by either:
- Passing the on-cycle skills test at a DMV location; or
- Completing an approved Motorcycle Safety Program (MSP) course.
If you complete an approved MSP course, the on-cycle skills test requirement is waived.
Motorcycle Safety & Training
The West Virginia MSP program is a state-approved program that offers courses developed by the Motorcycle Safety Foundation (MSF), which are taught by MSF-certified instructors. Successful completion of either the Basic Rider Course (BRC) or Basic RiderCourse2 License Waiver (BRC2LW) will waive the on-cycle skills requirement, and you will have earned your endorsement or license once you pass the course.
Before enrolling in either course, consider your current needs:
- The BRC is designed for beginner riders of all ages. This course is recommended if you have never ridden a motorcycle or are returning to riding after some time off.
- The BRC2LW is designed for riders who already have their own motorcycle and know how to operate it but need to obtain their endorsement or license.
Insurance Requirements
In West Virginia, motorcyclists must carry liability insurance that meets West Virginia’s minimum financial responsibility requirements. The minimum insurance coverage individuals who operate motorcycles in West Virginia must have is:
- $25,000 for one crash, one injury;
- $50,000 for one crash, two or more injuries; and
- $25,000 for property damage.
You must carry proof of insurance on your motorcycle at all times.
