What is a Motorcycle?

In California, a motorcycle is defined as a vehicle that has a seat or saddle for the rider and is designed to travel on no more than three (3) wheels. California offers the below 2-wheel motorcycle classes: 

Class M1 – authorizes the operation of any 2-wheel motorcycle, motor-driven cycle, or motorized scooter, as well as all vehicles listed under Class M2.  

Class M2 – authorizes the operation of any motorized bicycle, moped or motorized scooter.  

Class M1 or M2 Motorcycle License Requirements

The requirements for obtaining a Class M1 or M2 license in California include: 

  • Complete a driver license or identification card application.  
  • Pass a vision exam.  
  • Provide fingerprints.  
  • Pay required fees.  
  • Have your photograph taken.  
  • Pass the applicable knowledge and skills tests.  

If you’re a minor between the ages of 15½ and 17 years of age, you must hold an instruction permit for at least six (6) months and provide the signature of a parent or guardian to apply for a motorcycle license. You also must submit driver education and behind-the-wheel driver training certificates of completion, as well as a certificate of completion of motorcycle training.   Adults between the ages of 18 and 20 also must hold an instruction permit for at least six (6) months prior to applying for a motorcycle license, and the requirement to provide a certificate of completion of motorcycle training applies to them too.  

Motorcycle Education & Training in California

Motorcyclists are encouraged to complete a motorcycle safety course through the California Motorcyclist Safety Program (CMSP). In California: 

  • Riders under age 21 are required to complete a CMSP-approved training course prior to receiving a permit. 
  • Riders age 21 and older may complete an approved course to waive the DMV motorcycle skills test. 

The CMSP Motorcyclist Training Course for Under 21 & Beginner Riders focuses on providing the necessary skills to novice  riders with little to no street riding experience. The course includes both classroom instruction and on-cycle training.  

California Motorcycle Insurance Requirements

California law requires motorcyclists to carry minimum liability insurance coverage that meets the state’s financial responsibility requirements, as follows: 

  • $30,000 for injury/death to one person.
  • $60,000 for injury/death to more than one person.
  • $15,000 for damage to property.  

 Proof of insurance may be required during registration, traffic stops, or after an accident.
