Operating a Motorcycle in South Dakota
The South Dakota Department of Public Safety (DPS) and the Department of Revenue (DOR) manage motorcycle licensing, endorsements, registration, and titling in the state.
Definition of a Motorcycle
Under South Dakota law, a “motorcycle” includes traditional motorcycles, motorbikes, mopeds (51cc or larger), bicycles with a motor attached, and all motor-operated vehicles of the bicycle or tricycle type, including those with a platform on which the driver stands.
Requirements to Operate a Motorcycle
The legal requirements for operating a motorcycle in South Dakota include:
- Being at least 16 years old to hold a full motorcycle license (14 years for an instruction permit).
- Obtaining a valid motorcycle instruction permit or license/endorsement.
- Registering and titling your motorcycle through the DOR.
- Maintaining liability insurance that meets state minimum coverage requirements.
How to Get a South Dakota Motorcycle Instruction Permit
To begin, apply for a motorcycle instruction permit through a South Dakota driver licensing exam station.
The requirements for obtaining a permit include:
- Being at least 14 years old.
- Passing a vision screening and a motorcycle written knowledge test.
- Providing proof of identity, lawful status, and South Dakota residency.
- Not being convicted of any traffic violations in the six (6) months prior to the permit application.
- Paying all applicable permit fees.
Permit Restrictions
With a motorcycle instruction permit, you may not:
- Carry passengers.
- Ride between 8:00 p.m. and 6:00 a.m.
- Operate a motorcycle without wearing a helmet and eye protection.
The permit is valid for one (1) year and allows you to practice before taking your motorcycle driving test.
Getting a South Dakota Motorcycle License or Endorsement
Once you’ve gained sufficient experience with your permit, you can apply for a full motorcycle license.

Although not required by law, the completion of an approved motorcycle safety course is beneficial to riders. The South Dakota Safety Council, in partnership with the Motorcycle Safety Foundation (MSF), offers courses such as the Basic Rider Course (BRC) and Experienced Rider Course (ERC).

Registration & Insurance Requirements
Registration
All motorcycles must be titled and registered with the DOR before they may be operated on public roads.
- Registration is valid for one year.
- You must provide proof of ownership (title), insurance, and payment of all fees.
- Motorcycles must display a rear license plate.
South Dakota law requires all registered vehicles, including motorcycles, to maintain minimum liability insurance, as follows:
- $25,000 for bodily injury or death per person.
- $50,000 for bodily injury or death per accident.
- $25,000 for property damage.
